Using a mixer, whisk the butter until it looks fluffy and airy. This should take roughly 3 minutes.

Slowly pour in the condensed milk, letting it mix fully for another couple of minutes.

Add the flour and baking powder to the buttery mixture. Stir just enough so it's all blended.

Use a scoop to make even portions of dough. Place them on a baking tray with about 2 inches of space between each one.

Pop into a 320°F oven and bake for about 12 minutes, or until the edges barely set.

Let them sit on the tray for 5 minutes. Then, move to a wire rack and sprinkle powdered sugar while they're cooling.
