Using medium heat, cook the ground beef in a skillet until it's no longer pink. Once cooked, drain any extra grease with a strainer.

Put the drained meat back in the skillet. Sprinkle in the spices, then add water. Stir everything together and let it simmer until the water is gone.

Pour vegetable oil into another pan and place it over medium heat. As it heats, you can start putting together the burritos.

Spread about a spoonful of refried beans near one edge of the tortilla. Add a scoop or two of the seasoned beef and a good handful of cheese over the top.

Fold the tortilla tightly around the fillings. Once you're halfway through rolling, tuck the sides inward, then roll all the way until it's sealed.

Keep rolling the burritos until you've used all the filling or tortillas.

Carefully place tortillas seam-side down into the hot oil. Fry them for about one or two minutes per side until they're crispy and golden, including the edges.

Remove the fried burritos and set them to drain on paper towels or a baking sheet. Add your favorite toppings before serving. Enjoy!
