In a big bowl, stir together baking soda, baking powder, flour, sugar, and salt.

Shred butter with a grater, then work it into the dry mix with a pastry tool until it feels crumbly.

Stir the chocolate chips into the crumbly mixture.

Pour buttermilk and vanilla together, and gently fold this into your dry mix. Watch out—don’t overdo the stirring!

Sprinkle flour on a surface, knead the dough briefly, and press it into a circle about 1½ inches thick. Slice into 8–10 pieces.

Spread the dough slices on parchment-covered baking sheet. Brush the tops with milk and scatter some sugar over them.
